Europe has some of the strictest AI and data privacy laws in the world, but that could change soon.

Published on November 19, 2025, by the European Commission, the Digital Omnibus Package proposes easing the regulatory burden of data governance, cybersecurity, and AI. After growing in complexity over the years, the Digital Omnibus could mark a change in Europe’s decade-long digital rulebook.

The proposed changes come with ambitions of improving Europe’s global competitiveness while limiting bureaucracy for businesses. The Omnibus seeks to streamline the use of personal data in AI training, minimize AI literacy requirements for providers and deployers, and postpone certain requirements.  

By simplifying regulations, European companies can more easily deploy AI developments, which signals promise for M&A in the EU. Just look at the United States, which accounts for nearly 75% of venture capital investment into AI-native companies, versus less than a 12% share for Europe.  

If adopted, the Digital Omnibus Package could become a turning point for Europe’s innovation landscape, and its M&A environment. By easing long-standing regulatory frictions, the EU is positioning itself to unlock far greater AI adoption, narrow the investment gap with the U.S., and make European tech assets more attractive to both strategic and financial buyers.  

While the final shape of the Omnibus Package remains subject to change, its direction is clear: a Europe that is easier to innovate in is also a Europe where M&A can thrive.
